The Yangtze River economic belt is the core area of the national development strategy, and Jiangbei New Area is an important development engine of the Yangtze River economic belt. In the process of entering a new era, the Yangtze River economic belt has been entrusted with an important task. The prime minister’s government work report in 2018 has highlighted the Yangtze River economic belt again.

Going upriver from Shanghai, Nantong, Taizhou, Yangzhou, Suzhou, Wuxi, Changzhou, Zhenjiang and Nanjing, eight world-renowned cities, are distributed on both sides of the Yangtze River, covering an area of about 51,000 square kilometers and having a population of nearly 50 million, it is one of the most complete, innovative, densely distributed and open regions in China’s industrial system. The Yangtze River city group, led by Nanjing, has been quietly drawn up on this land.

In June 2015, the day of the establishment of the national-level Nanjing Jiangbei New Area, the slogan that strive to rebuild a new Nanjing in ten years was put forward. Nanjing has also leaped from the ancient capital of the Six Dynasties with Qinhuai River as its center to a world metropolis with the Yangtze River as its development axis.

Jiangbei New Area appeared in Bloomberg Businessweek in July 2018, showed up in San Francisco, USA, in December of the same year, and arose on the big screen in New York Times Square in January 2019. After the development of three and a half years, the name of Jiangbei New Area has continuously occupied the city cover and attracted the eyes of the world.

The draft of Nanjing city master plan (2018-2035) (hereinafter referred to as the draft) unveiled to the public on December 24, 2018, displayed in Nanjing planning exhibition hall and released through the Internet, marking the official opening of a new round of development in Nanjing.

As a city with a history of a hundred years of modern urban city planning, the four rounds of overall urban planning compiled by Nanjing after the reform and opening-up have laid a solid foundation for the rapid development of the city. The new draft city plan strives to achieve exploratory and innovative development, leading Nanjing from the surging “Qinhuai River era” to a broader “Yangtze River era”.

Jiangbei New Area has opened up a brand-new home field for Nanjing’s urban development. In the draft, the central city zones are “one major city and one new city”, which consist of Jiangnan major city and Jiangbei new major city, and define the urban system of “one major city, one new city, three sub-cities and nine new cities”.

The world once again focuses on the Nanjing Jiangbei. The rising city of the future is what people are expecting for here.

Double Major Cities, Shouldering National Mission

The draft of Nanjing city master plan (2018-2035) looks at the global dimension and builds Nanjing into a national central city with international competitiveness. The master plan draft focuses on improving the function of the city center, seeking its own position in the future global urban network and the national strategy of Yangtze River Delta integration, striving to be the strategic supporting point driving the integration development of Yangtze River Delta, promoting the high-quality development of Yangtze River Delta and supporting the internationalization development of Yangtze River Delta.  On the one hand, it serves the national strategy, strengthens global and national links, consolidates the position of transportation hub, and focuses on improving the functions of the central city from aspects of innovation, industry and transportation.  On the other hand, it bases on the hinterland of the region, insists on coordinated development and promotes the integrated development of metropolitan areas, turning Nanjing, Zhenjiang and Yangzhou into metropolitan areas to participate in global competition together.

The draft aims to build an innovative city with global influence, focusing on the weakness of current science and technology and frontier innovation fields, and building three core functions, namely, the national comprehensive science center, the national science and technology industry innovation center, and the national science, education and talent center.

The Jiangbei New Area in the draft is listed separately as an important content, required to “build a national Jiangbei New Area at a high level”, with 28 cross-river passages flowing through the Jiangbei district and three red lines protecting the livable Jiangbei district. Jiangbei is the new major city and the new financial center.

According to the plan, the future Jiangbei New Area will form a general layout of “one axis, two belts, three centers, three corridors and six groups”. The one axis is the development of towns along the Yangtze River. The two belts are the existing landscape agro-ecological belt and the Jiangbei New Area riverside public activity belt that will be formed in the future. Three centers are a municipal center in Jiangbei, a subsidiary city center in Liuhe and a Dachang productive service center.  Three corridors are Fangshan-Baguazhou, Macha River-Baguazhou, Laoshan-Sanqiao three clean air corridors.  The six groups are the Jiangbei Core Zone, Dachang High-tech Zone, Pukou Sanqiao Area, Liuhe Sub-city, Qiaolin New Town and Longpao New Town.

As for the aviation, Nanjing will become a city with two airports. Nanjing Ma ‘an Airport located in Jiangbei has been put into operation, and will be developed to dual-use airport in the long run. As for the railways, the construction of Nanjing North Station has already started. By 2035, Nanjing will add high-speed railways such as Ninghuai, North-along-the-river and South-along-the-river, Ninghe, Ningyang, Ningma, Ningxuanhuang Intercity, Zhenxuan, Changwu and Ningbangluo.

Nanjing is ready to open the era of “double major cities”.

Jiangbei New Area and German Fraunhofer IPK Institute have jointly established the Sino-German Institute of Intelligent Manufacturing; Cambridge-Nanjing Scientific Research Center has been established with Cambridge University in England; and the Nanjing University-King’s College London Joint Medical Research Institute and other high-end international cooperation projects have been successively established. In February 2018, Jiangbei New Area set up an innovation center in Silicon Valley, extending its tentacles into the global innovation center.

Jiangbei New Area, based on the national strategic orientation and its own industrial endowment, focuses on key industries and high-end projects, and proposes the development goal of building “two cities and one center”, namely, the city of chip, the city of gene and the new financial center, and makes every effort to cultivate 100 billion-level industrial clusters such as integrated circuits, life and health, and new energy vehicles, etc. Since the official approval of the national new area in 2015, the economic and social development of Jiangbei New Area has been rapidly advanced, the urban construction has been promoted steadily, and the economic development advantages of the new area’s direct districts have come to light. Nanjing has initially built up an industrial agglomeration highland for innovative development.

Science and Technology Create Ecology

On November 17, 2018, China’s smart police Mall, which has the largest single area, the largest number of service items, the most complete equipments and the most convenient transportation, was officially opened and operated in the Taifeng Road subway station in Jiangbei New Area. It is the “flagship store” of Nanjing smart police, combining the “unmanned police station” mode with the entity one-stop approval service center. Here, more than 30 self-service equipments are displayed in different areas, including self-service photo shooting machine, self-service online card processing machine, self-service endorsement machine, etc.

Jiangbei New Area actively uses Internet plus thinking to accelerate the construction of major projects such as smart government affairs, smart industries and smart people’s livelihood; Relying on advanced technologies such as cloud computing, Internet of Things and data analysis, it will build an open new area with all things connected, perceived and intelligent.

The future of the city is the future of “people, technology and ecology”. On a global scale, ecological habitability is reconstructing the life of cities.

In Jiangbei New Area, the first “vertical forest” in Asia is under construction. These two buildings covered with trees are called Nanjing Tower, designed by Stefano Boeri, a well-known Italian architect, to realize the city’s ecological diversity through a new vertical and densifying afforestation mode. The building covers about 30,000 square meters of green plants, produces about 60 kilograms of oxygen every day and absorbs 25 tons of carbon dioxide every year. There are offices, museums, a green plant school and a rooftop club in the tower. The low tower is a Hyatt hotel with 247 rooms and a rooftop swimming pool. More than 1,000 trees and 2,500 shrubs will be planted on the Nanjing Tower. Tourists can stand on the balcony to watch the beauty of the vertical forest.

The Qinglong Green Belt in the new area winds from Laoshan to the Yangtze River, with a total length of 7.5 kilometers and five city parks in series. Lushuiwan Wetland Park is Nanjing’s first national urban wetland park with a total area of about 15 square kilometers. The gateway park of the first phase of the Green Belt Project will be as high as the dyke of Binjiang Avenue, creating a series of forest mountain foot with winding paths leading to seclusion, making the new area an ecologically livable city of the future.
